In June 2009, for the first time, I was elected to the European Parliament from the list of the Civic Platform as an MP from Warsaw. Thanks the continuous trust of the voters, I have held my third term of office in the European Parliament since May 2019. In the years 2009-2014 I chaired the Committee on Regional Policy, and in the period 2014-2019 I was the chairman of the Committee on Constitutional Affairs. Currently, I am the coordinator of the European People’s Party group in this committee. I also work in the Economic and Monetary Committee and the Committee on International Trade. I am also a member of the Delegation for Relations with the US, the Delegation to the EU-Mexico Joint Parliamentary Committee and the Delegation to the Euro-Latin American Parliamentary Assembly.

In the years 2004-2009 I was the European Union Commissioner for Regional Policy as the first Polish member of the European Commission. I worked on the accession of Poland to the European Union as the minister for European affairs, which for me has been a source of great satisfaction.

In the first half of the 1990s, I chaired the Social Planning Council at the Central Planning Office, responsible for giving opinions on the government’s proposed directions for Poland’s development. In 1994 I became an advisor to the deputy prime minister, and in the years 1994-1996 I was the deputy minister of industry and trade.

As the chief negotiator, I led Poland to membership of the OECD in 1996. In the period 1997-1998 I was the Head of the Chancellery of the President of the Republic of Poland. I built the structures of the Polish administration for the negotiations and preparations for Poland’s membership in the European Union. I was in charge of extensive work preparing Poland for joining the Union. As the Government Plenipotentiary, I created the Committee for European Integration and was the head of its office and the first Polish minister for European affairs.

My experience in international institutions also includes work at the United Nations, where, as Deputy Secretary General of the United Nations, I headed the European Economic Commission. I am a Professor of economics. I that role taught at the Warsaw School of Economics.

I am very honored to be awarded honorary doctorates in economics from the Poznań University of Economics and the University of National and World Economy in Sofia, an honorary doctorate in law from the University of Sussex and in the field of political science from Universita degli Studi Camerino and Universite de Valenciennes.

In 1971, I graduated from the Foreign Trade Department of the Central School of Planning and Statistics in Warsaw (now the Warsaw School of Economics). In 1974 I received my PhD at this institution. In 1980, I obtained the degree of habilitated doctor, and on February 18, 1992, I received the title of professor of economics from the President of the Republic of Poland. I have published, as an author or co-author, many scientific publications, articles and books.
